Actually, I decided not to address that in the eye corrections post.
For lining the lower water line make sure you use an eye pencil as opposed to a powder or a gel/liquid liner. These pencils are wax or oil based and move better with the eye. Depending on your eye shape, you might not even need to line the lower water line! (I know I never do.) My recommendation would be Make Up For Ever's Aqua Eyes Eye Kohl.
What products would you recommend for lining the water line of the lower eyelid? I'm afraid of using something that will flake off into my eyes.
